717207bce0 e2e: Fix TestDocker/testRedis with increased timeout on deployment (#25739) 
The fresh deployment of the Redis job took around 20s which is
also the default context timeout on the e2e util that monitors and
waits for a deployment to complete.

The tight timing meant the test often timed out but sometimes
would complete successfully. Increasing the timeout for this
deployment will remove the flakiness.

f9cbaaf6c7 docker: fix a bug where auth for private registries wasn't parsed correctly (#24215) 
In #23966 we introduced an official Docker client and did not notice that in
contrast to our previous 3rd party client, the official SDK PullOptions object
expects a base64 encoded JSON with username and password, instead of username/
password pair.
