Nomad Enterprise users operating in air-gapped or otherwise secured environments
don't want to send license reporting metrics directly from their
servers. Implement manual/offline reporting by periodically recording usage
metrics snapshots in the state store, and providing an API and CLI by which
cluster administrators can download the snapshot for review and out-of-band
transmission to HashiCorp.
This is the CE portion of the work required for implemention in the Enterprise
product. Nomad CE does not perform utilization reporting.

The new `nomad setup vault -check` commmand can be used to retrieve
information about the changes required before a cluster is migrated from
the deprecated legacy authentication flow with Vault to use only
workload identities.
It includes the work over the state store, the PRC server, the HTTP server, the go API package and the CLI's command. To read more on the actuall functionality, refer to the RFCs [NMD-178] Locking with Nomad Variables and [NMD-179] Leader election using locking mechanism for the Autoscaler.

Also update all paths in the client API docs to explicitly state the
`/v1/` prefix. We're inconsistent about that, but I think it's better to
display the full path than to only show the fragment. If we ever do a
`/v2/` whether or not we explicitly state `/v1/` in our docs won't be
our greatest concern.

The ACL command docs are now found within a sub-dir like the
operator command docs. Updates to the ACL token commands to
accommodate token expiry have also been added.

API docs. The ACL docs now include the ACL roles endpoint as well
as updated ACL token endpoints for token expiration.
The configuration section is also updated to accommodate the new
ACL and server parameters for the new ACL features.
