The new client intro test mimics the Consul and Vault compat tests
and uses local agents to perform the required setup. This method
allows us the flexibility moving forward to test when enforcement
mode is in strict.
The test suite will now be triggered from the test-e2e CI run
and can also be called by a make target.
It seems the tool requires a little attention and does not run
well across our enterprise codebase. Rolling back that makefile
change, so it does not stop enterprise work, backport, CI, etc.
Tests running in CI are starting to bump up to this timeout forcing
re-runs. Adding an additional five minutes to the timeout to help
prevent this from occurring.

Unlike some other HashiCorp products, Nomads root module is currently expected to be consumed by others. This means that it needs to be treated more like our libraries and upgrade to hashicorp/go-metrics by utilizing its compat packages. This allows those importing the root module to control the metrics module used via build tags.
Installing Vault and Consul from releases.hashicorp.com via `hc-install` has
been failing intermittently. Update the `hc-install` binaries to be current and
add one retry to downloads for our compat tests so that we can get builds more
reliably green while the underlying issue is being debugged.

Helps with go1.23 compatability. Introduces some breaking changes / newly
enforced linter patterns so those are fixed as well.
We no longer intend to release 32-bit builds for any platform. We'd previously
removed the builds for i386 on both Linux and Windows, but never got around to
removing the ARM builds. Add a note about this deprecation in the release notes
for 1.8.x.

binaries. Upgrade so that this is available to the development team and to our
