Clarify max_parallel interaction with taskgroups
...
Updates are parallelized at the task group level always. The
`max_parallel` attribute controls parallelization over the `count`
allocations of the task group itself.

Caught some typos. Made units separate from the numbers 1GHz -> 1 GHz
after talking to Nick about questions of style (this has the side effect of making future spell checking easier).
