James Rasell	2ac318b6f7	api: move serviceregistration client to servics to match CLI. ... The service registration client name was used to provide a distinction between the service block and the service client. This however creates new wording to understand and does not match the CLI, therefore this change fixes that so we have a Services client. Seth Hoenig	a97254fa20	consul: plubming for specifying consul namespace in job/group ... This PR adds the common OSS changes for adding support for Consul Namespaces, which is going to be a Nomad Enterprise feature.
