- Refactored install/index to be OS-based so I could add linux-distro-based instructions to install-consul-cni-plugins.mdx partial. The tab groups on the install/index page do match and change focus as expected.
- Moved CNI overview-type content to networking/index
- Refactored networking/cni to include install CNI plugins and configuration content (from install/index).
- Moved CNI plugins explanation in bridge mode configuration section into bullet points. They had been #### headings, which aren't rendered in the R page TOC. I tried to simplify and format the bullet point content to be easier to scan.

Nomad can only use cgroups to control resource requirements if all the cgroups
controllers are actually enabled. Add this to our requirements documentation as
well as the impacted `exec` and `java` task drivers.
The requirements for client-to-server and client-to-client topologies are not
well-documented in the production install requirements docs. Document that
clients make connections to servers (and not the other way around), and that
clients don't need to communicate with each other (with some exceptions).

The workflow described in the docs for apt installation is deprecated. Update to
match the workflow described in the Tutorials and official packaging guide.
The getting started Tutorial has a post-installation steps section that includes
installing CNI plugins. Many users will want to use `bridge` networking right
out of the gate, so adding these same post-install instructions to the main docs
will be a better Day 0 experience for them.
The existing docs on required capabilities are a little sparse and have been the
subject of a lots of questions. Expand on this information and provide a pointer
to the ongoing design discussion around rootless Nomad.
This PR adds a sentence about configuring your firewall to allow required Nomad ports. This is being added to help search discoverability.
