1186d77133 nomad: disable service+batch preemption by default 
Enterprise only.

Disable preemption for service and batch jobs by default.

Maintain backward compatibility in a x.y.Z release. Consider switching
the default for new clusters in the future.

a6c3144fd5 Changed nomad.rocks to localhost:4646 to align with defaults 
Should provide cut and paste example for most users. Advanced users should be able to correct URLs to something appropriate.
