Describe the built-in `mkdir` plugin in the plugin concepts docs in a little
more detail. Crosslink to there from the `plugin_id` field docs, and clarify
that the `mkdir` plugin doesn't support the capacity request fields.
Update the example plugins to avoid using volume author controlled variables in
favor of Nomad-controlled ones, to reduce the risk of path traversal, and
explain to plugin authors they'll likely want to avoid this in their own
plugins.
Errors from `volume create` or `volume delete` only get logged by the client
agent, which may make it harder for volume authors to debug these tasks if they
are not also the cluster administrator with access to host logs.
Allow plugins to include an optional error message in their response. Because we
can't count on receiving this response (the error could come before the plugin
executes), we parse this message optimistically and include it only if
available.

- Pulled common content from multiple pages into new partials
- Refactored install/index to be OS-based so I could add linux-distro-based instructions to install-consul-cni-plugins.mdx partial. The tab groups on the install/index page do match and change focus as expected.
- Moved CNI overview-type content to networking/index
- Refactored networking/cni to include install CNI plugins and configuration content (from install/index).
- Moved CNI plugins explanation in bridge mode configuration section into bullet points. They had been #### headings, which aren't rendered in the R page TOC. I tried to simplify and format the bullet point content to be easier to scan.

Fixes: https://github.com/hashicorp/nomad/issues/23583
The `DisableLogCollection` capability was introduced as an experimental
interface for the Docker driver in 0.10.4. The interface has been stable and
allowing third-party task drivers the same capability would be useful for those
drivers that don't need the additional overhead of logmon.
This PR only makes the capability public. It doesn't yet add it to the
configuration options for the other internal drivers.
Fixes: #14636#15686
The vSphere plugin is exclusive to k8s because it relies on k8s-APIs (and
crashes without them being present). Upstream unfortunately will not support
Nomad, so we shouldn't refer to it in our concept docs here.
Nomad is generally compliant with the CSI specification for Container
Orchestrators (CO), except for unimplemented features. However, some storage
vendors have built CSI plugins that are not compliant with the specification or
which expect that they're only deployed on Kubernetes. Nomad cannot vouch for
the compatibility of any particular plugin, so clarify this in the docs.
