6809b0b527 Dynamic Node Metadata (#15844) 
Fixes #14617
Dynamic Node Metadata allows Nomad users, and their jobs, to update Node metadata through an API. Currently Node metadata is only reloaded when a Client agent is restarted.

Includes new UI for editing metadata as well.

b683439b0d Deployment adds JobSpecModifyIndex 
Deployment tracks the Job.JobModifyIndex so that PUTS against /v1/jobs
can be more easily coorelated with the created deployment.

Fixes https://github.com/hashicorp/nomad/issues/4301
