Seth Hoenig 5ef844c827 deps: update api go version and dependencies ...

This PR sets the minimum Go version for the `api` submodule to Go 1.17.

It also upgrades
 - gorilla/websocket 1.4.1 -> 1.4.2
 - mitchelh/mapstructure 1.4.2 -> 1.4.3
 - stretchr/testify 1.5.1 -> 1.7.0
