* travis-ci.org is going away, so replace it with github actions
* ruby 2.4 is no longer supported upstream, so upgrade to 2.6

To run, follow these steps:

Download ZIP or clone in GitHub
Navigate to liquid-gh-pages folder or checkout gh-pages branch
Run bundle exec jekyll serve
Open http://127.0.0.1:4000/liquid/ in your browser
